DTI’s Efforts to Transform Philippine Digital Trade

In the ever-evolving world of global trade, technology is acting as both a disruptor and an enabler, transforming traditional industries while paving the way for new opportunities. The Department of Trade and Industry (DTI) is at the forefront of this digital revolution, promoting initiatives that position the Philippines as a hub for innovation and sustainable development. Through its comprehensive industrial strategy based on science, technology and innovation (STI), the DTI aims to build a future-ready workforce and increase the competitiveness of local businesses.

Strengthening the PH E-Commerce sector

E-commerce in the Philippines has seen exponential growth over the past decade. The rise of global digital platforms such as Airbnb, Shopee and Grab in the country has revolutionized the way Filipinos buy and sell goods and services. These platforms have made it easier for consumers to access a wide range of products and services from the comfort of their homes, contributing to the rapid growth of the digital economy.

Recognizing the enormous potential of e-commerce to drive economic growth and create jobs, especially for micro, small and medium enterprises (MSMEs) and startups, the DTI pushed for the enactment of Republic Act 11967 or the Internet Transactions Act of 2023. The Act seeks to ensure effective regulation of e-commerce in the country to protect consumer rights and data privacy, encourage innovation, promote competition, secure online transactions, and ensure compliance with product standards and security.

In line with this, we at DTI have been proactive in promoting the adoption of digital technologies by encouraging businesses to adopt e-commerce. We established the Office of E-Commerce to provide DTI with the resources necessary to fulfill our mandate to drive the orderly development of e-commerce in the Philippines.

Supporting AI in the Philippines’ Competitive Market

DTI actively promotes the integration of artificial intelligence (AI) across industries. This includes the establishment of the Center for Artificial Intelligence Research (CAIR) at the University of the Philippines, which aims to support the development and application of artificial intelligence in the country. CAIR is focused on conducting cutting-edge research, fostering collaboration between academia and industry, and providing training to develop a skilled workforce proficient in artificial intelligence technologies. Using artificial intelligence, DTI aims to increase the productivity, innovation and competitiveness of Filipino enterprises in local and global markets.

In addition, we are also establishing an Industry 4.0 pilot factory. This educational lab will promote advanced technologies such as robotics, IoT, drones, and virtual and augmented reality to strengthen the country’s manufacturing sector through science, technology, and innovation.

Creating a workforce ready for the future

A key part of DTI’s strategy is to build a workforce prepared for the future. This includes equipping Filipino workers with the skills and competencies needed to thrive in a technology-driven economy. DTI works closely with educational institutions, industry leaders and other government agencies to develop training programs focused on science, technology, engineering and mathematics (STEM) education.

The implementation of Industry 4.0 technologies allows our industries to automate repetitive tasks, freeing up our workers to focus on more complex and valuable activities. This technology not only increases productivity, but also opens up new job opportunities. Even high school graduates can be trained to use AI systems, provided they have fluency in English.

Additionally, DTI is investing in upskilling and retraining programs to ensure that the existing workforce is able to adapt to the changing technology landscape. These programs are designed to help employees transition from traditional roles to new positions requiring digital skills. By building a future-ready workforce, DTI ensures the Philippines remains competitive in the global economy.

Protection of consumer interests

Consumer protection is a key aspect of DTI’s digitalization efforts. The agency ensures that consumers have access to safe and reliable products at fair prices by rigorously monitoring and enforcing standards, both online and in stores. This is especially important in the digital age, where consumers are often exposed to fraud and counterfeits.

Educational initiatives further empower consumers by making them aware of their rights and obligations. DTI conducts information campaigns to educate consumers about the risks and benefits of e-commerce. By understanding their rights, consumers can make informed decisions and avoid falling victim to fraud.

To address consumer complaints, the DTI has established accessible platforms to submit complaints and seek redress for unfair business practices. These platforms include hotlines, online complaint forms and customer care centers. DTI’s efforts to resolve consumer complaints quickly and efficiently promote a fair and transparent market, ensuring consumer interests are protected in the digital age.

Strengthening global trade relations

DTI’s digitization efforts are not limited to the domestic market; they also include strengthening the Philippines’ trade relations with other countries. By adopting digital technologies, DTI streamlines trade processes, reduces barriers and improves the efficiency of cross-border transactions.
