STATEMENT BY PRESIDENT CYRILL RAMAPHOSA ON THE NOMINATION OF MEMBERS OF THE NATIONAL EXECUTIVE

Dear South Africans,

Less than a month ago, on May 29, South Africans voted in a landmark election.

By casting their votes, citizens made clear that they expect political parties to work together to deliver on their mandate of transformation, growth and renewal.

To fulfil this mandate, it was agreed that a Government of National Unity should be formed, comprising parties from across the political spectrum.

The Government of National Unity will adhere to certain basic principles and undertake to implement a basic, minimum programme of priorities.

As a result of discussions held over the last few weeks, a total of eleven parties have decided to cooperate in government and parliament.

These are the African National Congress, Democratic Alliance, Patriotic Alliance, Inkatha Freedom Party, Good Party, Pan-African Congress of Azania, Freedom Front Plus, United Democratic Movement, Al Jama-ah, Rise Mzansi and Transformation United Africans.

The partnership between the GNU Parties is based on a Statement of Intent that sets out the basic principles and a minimum priority program.

All parties committed to upholding the constitution and promoting accountable and transparent governance, evidence-based policy and decision-making, professionalisation of the public service, integrity and good governance.

The incoming government will prioritise rapid, inclusive and sustainable economic growth and creating a more just society by fighting poverty and inequality.

The formation of the Government of National Unity in its current form is an unprecedented event in the history of our democracy.

We had to consider how to form a new government that would serve the national interest, take into account the election results and use the potential of each party.

We had to take into account not only the most urgent needs of the country.

We also had to take into account the stability, effectiveness and durability of the government we were creating.

It is true that some South Africans have expressed concern about the time it will take to form a government.

As the discussion progressed, concern arose about the impact of a prolonged process on trust and stability.

At the same time, many people pointed to the experience of other countries with a much longer history of democracy, where the formation of multi-party governments sometimes took several months.

As a relatively young democracy, we should be proud that we have set about forming a government composed of eleven parties in such a short time.

Thanks to our discussions, we managed to build consensus on the government’s tasks.

We have shown that there are no problems too difficult or too insoluble that cannot be solved through dialogue.

This evening I am pleased to announce the names of the National Executive Board members who will bear collective responsibility for implementing the will of the voters.

When creating the National Council, we had to take several factors into account and adopt a number of key principles.

We had to ensure that the incoming government was effective and composed of people with the experience, skills and capabilities to deliver on its mandate.

It is important that we employ committed, talented, hard-working and honest people for responsible positions.

We needed to ensure that all parties could actively participate in the work of the National Board and that the diversity of views of South African citizens was properly reflected.

We wanted to ensure that the National Board represented South African citizens, taking into account gender, age, demographics and regional issues.

We want South African citizens to see themselves represented not only in the composition of the government, but also in its policies and programmes.

Given the challenges the country faces today, and given the electoral mandate this government must implement, I have decided to make some changes to the competences of the national authorities.

During the sixth democratic administration, we signaled our intention to reduce the number of portfolios in the National Council. However, due to the need to ensure inclusiveness in the National Executive Committee of all parties of the Government of National Unity, this was not possible.

In some cases, we have found it necessary to separate certain portfolios to ensure sufficient focus on key issues.

The Ministries of Power and Energy will be merged.

A separate ministry of mineral resources and petroleum will be established.

The Ministry of Agriculture will be separated from the Ministry of Agrarian Reform and Rural Development.

The Ministry of Higher Education will be separated from the Ministry of Science, Technology and Innovation.

The Ministry of Justice and Constitutional Development will be separated from the Ministry of Correctional Services.

There will no longer be a Ministry of Public Enterprises. The coordination of the relevant public enterprises will be located in the Presidium during the implementation process of the new shareholder model.

I have decided to appoint the following nominees to the National Board:

The Vice-President is Paul Mashatile.

The Minister of Agriculture is John Steenhuisen.

The Deputy Minister of Agriculture is Rosemary Nokuzola Capa.

The Minister of Land Reform and Rural Development is Mzwanele Nyhontso.

The Deputy Minister of Land Reform and Rural Development is Chupu Stanley Mathabatha.

The Minister of Basic Education is Siviwe Gwarube.

The Deputy Minister of Basic Education is Reginah Mhaule.

The Minister of Communications and Digital Technologies is Solly Malatsi.

The Deputy Minister of Communications and Digital Technologies is Mondli Gungubele.

The Minister of Cooperative Governance and Traditional Affairs is Velinkosi Hlabisa.

The Deputy Ministers for Cooperative Governance and Traditional Affairs are Dickson Masemola and Zolile Burns-Ncamashe.

The Minister of National Defense and Military Veterans is Angie Motshekga.

The deputy defense ministers and military veterans are Bantu Holomisa and Richard Mkhungo.

These men and women we have appointed to leadership positions come from all corners of our country.

They reflect the diversity of our nation.

They have a duty to work together to serve society as a whole.

No member of the National Board has been appointed to represent the interests of a specific constituency, a specific party or a specific social group.

Collectively and individually they are responsible to the people of South Africa.

In the spirit of partnership and cooperation, the new government will work with other formations to convene a National Dialogue.

Through this National Dialogue, all parties, civil society groups, workers, entrepreneurs and other stakeholders will be invited to work together to address the key challenges facing the nation.

We call on all South Africans to participate in the National Dialogue and support the Government of National Unity as it begins its operations.

As leaders of political parties, as ministers and deputy ministers, as representatives of society, we understand and accept the responsibility that rests on us.

We have all been called to serve the people of this country and we will do so to the best of our ability.
