Anies Confirms Repeal of Regional Laws RDTR-PZ complies with the mandate of the Copyright Act

JAKARTA – Jakarta Governor Anies Baswedan said the repeal of the 2014 Regional Regulation No. 1 on Detailed Spatial Planning and Zoning Regulations (RDTR-PZ) is in line with the mandate of the Job Creation Law (Ciptaker).

Anies during the Raperda Council plenary meeting on the repeal of Regional Regulation No. 1 of 2014 at the DKI Jakarta DPRD building, explaining that the regulation is intended to promote the acceleration of investment value growth and ease of doing business.

He added that, as a result, there has been a change in policy direction as well as a change in regulatory norms in various business sectors, including policy regarding the land use sector.

“This repeal, in accordance with Government Regulation No. 21 of 2021 on the implementation of spatial planning, requires the establishment of RDTR-PZ in the form of a provincial ordinance, guided by guidelines for the preparation and presentation of the database in accordance with standard norms, procedures and regulations in force on national level,” Anies said. Anies emphasized that DKI Jakarta Provincial Government will continue to optimize and support the implementation of sustainable and productive use of space.

“Thanks to efforts to integrate national and sectoral development policies, we are adapting to the dynamics of development and strengthening the institutionalization of spatial planning,” Anies said.

DKI Jakarta DPRD Deputy Chairman Misan Samsuri explained that the plenary repeal of the Regional Regulation on RDTR-PZ was based on the letter of the Provincial Governor of DKI Jakarta No. e-0026/HK.01.02 dated June 28, 2022 regarding the repeal Regional Regulation No. 1 of 2014 regarding RDTR-PZ.

Therefore, the Deliberative Body (Bamus) and the executive have set a discussion schedule for July 19, 2022.

After the plenary session, Anies said the long process of developing the regional regulation on the RDTR-PZ was driven by the desire to ensure that the new spatial plan was in line with Jakarta’s long-term vision of building a healthy, modern city.

“A city with enough greenery, green open space, blue open space,” he said.

On the other hand, Anies explained, the concept of housing and jobs is to be oriented towards public transport facilities, so that the infrastructure development has the concept of “public transport-oriented development”, namely there is space for growth around the stations, therefore the details need to be detailed and clear in order to extend the time.

Regarding green and blue open spaces, Anies emphasized that they will not only be added but also evenly distributed to create a healthy ecosystem and a distance that allows fauna to move freely.

“For example, if we want birds to live in this city, the distance between parks should be the same as the distance the birds fly,” he said.

So, Anies continued, not only is the percentage of open green space sufficient, but also the distance between green spaces is sufficient so that residents do not have to travel from one village to a distant town to get to the park.

“This is one of the hopes placed in RDTR,” he said.
