Judicial nominations

The judicial authorities will appoint two new judges to the Supreme Court of First Instance. This change will enter into force on July 3, 2024 at the request of the Head of Government.

On behalf of the judicial authority the following decree is issued:

The Judiciary announced today (2 July) the appointment of His Highness Justice Herbert Au-Yeung Ho-wing and Her Highness Justice Winnie Tsui Wan-wah as judges of the Court of First Instance of the Supreme Court. The appointments will take effect from 3 July 2024.

The nomination is made by the Chief Executive upon the motion of the Commission Recommending Court Bailiffs.

Below are the biographies of both nominees:

His Highness Judge Herbert Au-Yeung Ho-wing

His Lordship Justice Herbert Au-Yeung was born in Hong Kong in 1973. He obtained an LL.B. and PCLL. from the University of Hong Kong in 1996 and 1997 respectively. He was admitted to the Hong Kong Bar in 1997. He was in private practice from 1998 to 2012. He was appointed a District Judge in 2012.

Her Highness Judge Winnie Tsui Wan-wah

Her Honour Judge Winnie Tsui was born in Hong Kong in 1973. She obtained a Bachelor of Arts in Jurisprudence from the University of Oxford, UK in 1995 and a Postgraduate Diploma in Legal Practice from the College of Law, UK in 1996. She was admitted as a Solicitor in England and Wales and Hong Kong in 1998 and 1999 respectively. She was admitted to the Hong Kong Bar in 2005. She worked in private practice and was employed as an in-house solicitor from 1999 to 2014. She was appointed a District Judge in 2017.

Civil Service Secretary Ingrid Yeung examines trends in short video platforms in Beijing, emphasizing the importance of IT development for advertising and promotion

Civil Service Secretary Ingrid Yeung began her visit to Beijing today (2 July). She visited the Hong Kong and Macao Affairs Office of the State Council (HKMAO) and a live video streaming company.

Ms Yeung and Permanent Secretary for the Civil Service, Mr Clement Leung, met with the Deputy Director of the HKMAO, Mr Wang Linggui, in the morning and briefed him on the latest situation and progress regarding the civil service in the Hong Kong Special Administrative Region (HKSAR).

Ms. Yeung and other officials went to Kuaishou headquarters in the afternoon, where they toured the office facilities and broadcasting center. They also met with executives from Beijing Kuaishou Technology Company Ltd to learn about the latest trends and experiences in short videos and live streaming platforms.

She said: “With the advent of the 5G internet era, various short video platforms have emerged and flourished, and short videos have disseminated information at high speed and with increasingly wider coverage. In addition to e-commerce, live streaming platforms are now also used for job recruitment and even public affairs promotion. We should pay attention to the development trend of information technology to better understand it and draw inspiration from it for advertising and promotion.”

Ms. Yeung will visit the School of Government of Peking University and attend the graduation ceremony of the inaugural cohort of the Master’s Degree in Public Policy Programme co-organized by the HKSAR Government and Peking University for senior HKSAR officials tomorrow. She will also meet with alumni and HKSAR officials who are currently studying at the university.
