Sand Policy: Govt bans resale and dumping of sand across state | Vijayawada News

Vijayawada: The state government has banned resale of sand by any individual or company with immediate effect. The existing stock of sand available in the depots will be used only in the construction sector. The government, which recently suspended the sand policy of 2019 and 2021 formulated by the previous YSRCP regime, has constituted district-level committees to monitor operations under the free sand policy. Since it is expected to take two-three months to formulate a comprehensive sand policy, the government has issued detailed guidelines to district collectors to avoid disruption in free sand operations. Each consumer will be allowed to take 20 metric tonnes of sand per day to ensure that maximum number of people get the benefits. District collectors have been directed to ensure that the sand is used only for construction purposes. They have also been asked to first put up sand available in the existing depots for sale before starting new excavations. “The state government will not collect any revenue from the sale under the free sand policy. It will only collect seigniorage fee, which will be transferred to local bodies, and excavation charges, which will be paid to old contractors. Consumers have to pay the transportation charges fixed by the respective district sand committees, headed by the district collectors,” said principal secretary (industries, mines and geology) N Yuvaraj. He said details of all existing sand depots, available quantity of sand and notified charges will be displayed on the DMG website (www.mines.ap.gov.in) on a daily basis to inform the public. Consumers requiring sand will have to visit the selected depot to purchase the required stock. At the depot, the depot manager will collect all the relevant details of the consumer like Aadhaar, mobile number, delivery address, vehicle number etc. He should also collect the notified charges in digital mode and issue a sales receipt/invoice to the consumer. The allotment of sand to the consumers will be done on a first come first served basis. The depot manager will also supervise the loading of sand in the vehicle. The fair will be open from 6:00 a.m. to 6:00 p.m.
