Program: visit to the 14th Innoprom International Industrial Fair, support for projects to create components and parts for industrial products, and assistance to the energy sector in new regions.

Opening speech by Mikhail Mishustin:

Good morning, colleagues.

Before we move on to today’s topics, I would like to say a few words about our trip to Yekaterinburg for Innoprom, the most important industrial fair in our country.

The projects we saw there are aimed at achieving the goal of technological sovereignty formulated by the President. The technologies presented at Innoprom will determine the future image of Russian industry, our industrial sectors.

My colleagues from Belarus, Tajikistan and Kyrgyzstan, as well as delegates from many friendly countries, took part in this event. We discussed the development of cooperation in key areas, in particular, aircraft and car production, space exploration, pharmaceuticals, mechanical engineering, metallurgy and other sectors of the economy.

I have no doubt that the signed agreements and understandings reached at Innoprom will give new impetus to international economic cooperation, primarily within the Union State of Russia and Belarus, the Eurasian Economic Union, the Commonwealth of Independent States, the Shanghai Cooperation Organization and BRICS.

I would like to say a few words about supporting projects that will be the basis of our technological sovereignty. The President clearly emphasized the importance of research and development projects for creating technologies and products that our industry needs, even in small quantities.

At the previous meeting, the government allocated more than 500 million rubles to develop regulations aimed at increasing the quantity and range of chemical products.

Today, we will allocate 1 billion rubles to prepare design documentation for the production of components and materials for a number of sectors, primarily medicine and rehabilitation, including bone marrow biopsy procedures, as well as automotive, light industry, transport and energy, e.g. components for electric motors and gas turbines.

It should be noted that this work is based on taking into account the requirements of the market and consumers, as a result of which a new production chain is created, the economic effect of which is twice as large as the initial investment.

In total, from 2022, budget funds worth about 10 billion rubles have been allocated for 220 such projects. A third of them have entered or will soon enter implementation.

We believe that our decision will contribute to strengthening the technological foundations of the domestic industry and will also enable a sustainable supply of raw materials and components, including those necessary to ensure the safety of life and health of our citizens.

Today, we will also allocate funds to support energy production in new regions. We will allocate about 3.6 billion rubles for this purpose within the framework of the socio-economic development program of the Donetsk and Luhansk People’s Republics and the Zaporizhia and Kherson regions.

About 780 million rubles will be allocated for the reconstruction of distribution networks in these regions, including the purchase of specialized equipment, instruments, clothing and, of course, personal protective equipment.

The bulk of these funds – more than 2.8 billion rubles – will be used to create a reserve of equipment and materials needed to maintain the stable operation of power facilities. This will allow us to quickly carry out repairs to ensure reliable and safe electricity supply to all consumers in the new regions. Our citizens will receive the electricity they need for a comfortable life.
