IRR for ITA, Tatak Pinoy Act signed into law

MANILA, Philippines – The Implementing Rules and Regulations (IRR) of the Internet Transactions Act (ITA) and the Tatak Pinoy Act were signed into law on Wednesday, paving the way for the full implementation of these two priority laws of the Marcos administration.

The IRR on ITA, which seeks to provide greater protection for consumers and businesses in the online space, was signed into law at the Department of Trade and Industry (DTI) office in Makati this morning.

“ITA is a breakthrough solution introduced at a time when buying and selling on the Internet has become an integral part of our everyday lives. This reflects our need to balance regulation and development in the e-commerce landscape,” said Trade Secretary Alfredo Pascual at the signing ceremony.

The ITA, part of the Marcos administration’s priority legislative agenda, aims to promote e-commerce transactions while protecting consumer rights.

E-commerce office

“We are excited about the establishment of the e-commerce office, which will provide DTI with the necessary resources to fulfill our mandate to lead the orderly development of e-commerce in the Philippines,” he added.

The e-commerce office, which will report to the DTI, is tasked with creating an online business register that will give the government and consumers access to information about companies selling online.

This government office is also authorized to establish an e-commerce trustmark in close cooperation with the private sector.

Meanwhile, the IRR for the Tatak Pinoy Act – another priority piece of legislation introduced by Marcos in February 2024 – was signed later in the afternoon at the same venue.

“The implementation of the Tatak Pinoy Strategy will foster programs and multi-sectoral initiatives and projects focusing on human resources, infrastructure, technology and innovation, and sound financial management,” Pascual said in his speech at a separate signing event. INQ
