The cabinet appoints new representatives, approves foreign envoys – KT PRESS

On Wednesday, a cabinet meeting chaired by President Paul Kagame was held in the village of Urugwiro, where key appointments were made in government institutions

The new appointments include Dr. Lassina Zerbo, a Burkinabé politician and scientist who served as Prime Minister of Burkina Faso in 2021-2022, has been appointed Energy Advisor and member of the Strategy and Policy Council of the Office of the President.

Prior to becoming Prime Minister of Burkina Faso, Dr. Zerbo served as Executive Secretary of the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO). He obtained his PhD in geophysics from the Université de Paris XI in France.

At the Ministry of Infrastructure (MININFRA), Jean Bosco Mugiraneza has been appointed Director-General for Energy and Dr. Jack Ngarambe is currently Director-General for Urbanization, Human Settlements and Housing. In the same Ministry, Gemma Maniraruta was appointed Director General in charge of Water and Sanitation, together with Emmanuel Nuwamanya, who was appointed as Planning Analyst.

The new appointments include Francis Kaboneka, who previously served as Minister of Local Government until October 2018, who has been appointed Commissioner of the National Human Rights Commission alongside Thaddée Tuyizere, who also becomes a Commissioner.

Eng. is also expected to return to office. Patrick Emile Baganizi, who was previously the acting director general of the Rwanda Utilities Regulatory Authority (RURA) until September last year. He was appointed director general of the Road Maintenance Fund (RMF).

At the Rwanda Housing Authority (RHA), Emmanuel Ahabwe has been appointed Director of Social and Affordable Housing Development, Alexia Byusa has been appointed Director of Public Buildings and Asset Management and Fabrice Sebagira has been appointed Director of Building Construction and Renovation.

The government also appointed Michael Butera, chief technical adviser at the Ministry of Justice, and Oscar Butera and Stanislas Sibomana, among others, were appointed. appointed National Prosecutors in the National Prosecutor’s Office (NPPA).

Diplomatic authorizations, laws and strategies

Similarly, the Council of Ministers approved the appointment of several High Commissioners and Ambassadors appointed to Rwanda, including Brigadier General Mamara Camara, Ambassador of Mali to Rwanda based in Kigali, Alexander Polyakov: Ambassador of the Russian Federation in Rwanda, based in Kigali, and Ernest Y. Amporful, Hon. Commissioner of the Republic of Ghana to Rwanda, residing in Kigali.

On the regulatory front, the government has approved a presidential decree setting out other rules for foreigner land ownership in Rwanda, as well as several ordinances on land protection, conservation and efficient use, particularly with respect to government lands.

The government approved the strategic proposal to join Rwanda to the Global Coalition for Social Justice, as well as the strategic plan to lease state land to IHS Rwanda LTD and Tres Infrastructure Ltd for investment purposes, among other key decisions made by the government on Wednesday.
