In accordance with the International Health Regulations (IHR) (2005), States Parties designate international airports and ports that will develop the basic capacity required under Annex 1 of the IHR (2005) and may also designate land crossings when justified on public health grounds. . This booklet summarizes the legal provisions in the IHR (2005) in relation to the entry point designation process; a strategic risk assessment that should underpin the designation process; the basic capability requirements to be developed and maintained at designated entry points; and the similarities and differences between the designation of entry points under the IHR (2005) and the process of authorizing ports to issue ship hygiene certificates.
