As the public and private sectors continue to be concerned about electoral issues, it is not surprising that the National Treasury’s eTender portal has not yet shown any recovery.

While the country awaits the outcome of coalition talks between political parties, Parliament is preparing to provide members with the appropriate equipment and the ability to call mobile network operators for devices and services.

‘Parliament is an information-oriented institution and relies heavily on available information to carry out its tasks. The request is divided into nine requirements, including contracts for voice and data service packages; a variety of specific mobile and computer devices, SIM cards and accessories, as well as extended warranties and insurance; premium enterprise services for executives; voice packages; data packages and related corporate management services; technical support services; account management services; value added services; and “social responsibility”, which he describes as working with Parliament to expand a transactional relationship to a transformational one by contributing to institutional efficiency and cost savings.

A closer look at the documentation shows that Parliament defines a range of Apple and Samsung mobile phones and devices. For laptops, operators are expected to provide Windows or Apple laptops with at least Intel Core i5 processors.

Mobile phones will be supported by unlimited voice, with an average contract ranging from 50 GB to 100 GB; For SIM-only and tablet contracts, 20GB data top-up packages must be included; and laptops will receive top-up packages with a capacity of 5 GB.

Other tenders in the top ten this week:

  • Eskom is looking for an integrated Governance, Risk and Compliance (GRC) tool or platform. The company notes that its current GRC landscape consists of multiple applications and software subscriptions, resulting in a lack of reliability in reporting, as well as a lack of integrated reporting as required by the Public Finance Management Act and King IV.
  • The State Information Technology Agency (SITA) wishes to purchase Cibecs software, its maintenance and support for the Department of Agriculture, Agrarian Reform and Rural Development. The agency notes that the software is used to back up some officials’ notes.

  • SITA is also advertising wireless access points and network switches for the Eastern Cape Department of Human Settlements regional offices in Alfred Nzo, OR Tambo, Chris Hani, Joe Gqabi and Sara Baartman/Nelson Mandela Metro. The scope of work includes the purchase of 21 additional licenses for new wireless access points in the regional office and 200 additional licenses for wireless access for end devices on the network access server.

  • The South African Social Security Agency invites tenders for the supply of Microsoft Outlook email signature management software licenses, together with support, through a restricted tender process. The agency currently uses Exclaimer for Microsoft Outlook signatures, but support for this solution will end in September. He notes that he is in the process of implementing Microsoft 365, so the proposed software should be compatible with Microsoft 365 Outlook.

  • Sentech would like to appoint a preferred service provider to provide capacity in the two x 36 MHz C-band space segment.   • The South African Revenue Service (SARS) is inviting tenders for network, server and end-user device support services. The online system will be owned and operated by the provincial government and will be responsible for recording and issuing various biodiversity permits as required by national and provincial legislation.

  • The South African National Space Agency requires the services of an established and reputable telecommunications company to provide a global IP transit internet connection to Teraco Isando. An Internet connection is required to provide data services and ensure direct, reliable and high-quality Internet connectivity around the world. For automatic failover, two 10G ports will be required for the primary and secondary ports (failover link).
