The ASEAN workshop aims to improve mental health in public sectors

In recent years, the world has faced numerous crises that adversely affect individuals’ livelihoods, health and economies. In particular, the Covid-19 pandemic has strained healthcare systems and exacerbated mental health problems, as well as disruptions to the economy, the environment and the social and political climate.

Director General of Public Services in the Prime Minister’s Office, Dr. Norfarizal bin Othman, highlighted these challenges on Tuesday at the opening ceremony of a workshop on strengthening government mental health and well-being strategies towards work-life balance in the public sector.

The opening ceremony was also attended by the Director of the Civil Service Institute, Dr. Hajah Noor Maya binti Haji Md Salleh, as the coordinating government agency.

Dr. Norfarizal emphasized the growing awareness of workplace-related mental health issues and the need for action. He referred to a 2022 report by the World Health Organization, which emphasized that the workplace is a key place for solving mental health problems.

The costs associated with mental health problems at work are significant and include absenteeism, reduced productivity and increased turnover. Dr. Norfarizal emphasized the importance of addressing these challenges quickly, given their impact on organizational performance.

Given the differences in definitions and descriptions of mental health in the public sector, the aim of the workshop is to collaborate and define mental health specific to ASEAN public sectors. It aims to develop guidelines to promote mental health at work and enable individual professional development, in line with the objectives of ASEAN Cooperation on Civil Service Matters (ACCSM).

Dr. Norfarizal thanked the experts and participants for their contributions, highlighting the role of the workshops in building a high-performing, citizen-centric civil service in all ASEAN member states. Hosted by the ASEAN Human Development Organization (AHDO), the workshop aims to share best practices and strategies related to work-life balance and mental health in the public sector.

Led by experts Dr. Bob Aubrey and Dr. Oliver Suendermann, the workshop brings together participants from ASEAN Member States, East Timor and the ASEAN Secretariat to develop draft definitions and guiding principles for work-life balance in the public sector.

The workshop, hosted by ACCSM and including virtual participation, is being held at the Civil Service Institute and will conclude on June 13, supporting Brunei Darussalam’s 2023-2024 ACCSM chairmanship. – Lyna Mohammad
