SAN DIEGO — California lawmakers have proposed a bill that would prohibit a person from selling a product or device that could affect the speed of an electric bicycle.

AB 1774 aims to ensure that people do not interfere with the speed of travel on e-bikes. The bill would prohibit the sale of a product or device that can modify the speed of an electric bicycle.

“They’re fast, crazy fast,” said Russell Moore, a La Jolla resident.

Moore witnessed firsthand how dangerous driving at high speeds can be for people.

“You can’t drive around Pacific Beach in the afternoon, especially during the school year, without seeing kids riding on wheels and running wild in the streets,” Moore said.

Assemblymember Diane Dixon introduced the bill.

“No one is against this, we just want to see features on bikes that increase safety through education and banning illegal speed-enhancing devices,” Dixon said.

High speeds are a serious problem for people living near busy neighborhoods.

“There is no question that something educational or legislative needs to be done to change what is happening with e-bikes in crowded neighborhoods up and down the coast,” Moore said.

“It’s like a seat belt in a car, like it makes sense for safety,” Rebekah Robins said.

Dixon said that if signed by Governor Newsom, the bill would go into effect in 60 days or no later than January 1.
