Satellie cities in Hanoi need “concrete” policies to develop

Deputies of the National Assembly, discussing the draft law on the capital, emphasized the organization of city government.

Hanoi plans to develop four dependent cities in the north, west, south and Son Tay – Ba Vi City.

The city in the north of Hanoi will include the suburban districts of Dong Anh, MeLinh and Soc Son. By 2045, it is expected to have a total area of ​​633 square kilometers and 3.25 million inhabitants, with 45 districts and 24 municipalities.

The urban area of ​​the northern city is 385 square kilometers and its population is 2.92 million.

Noi Bai International Airport will be the heart of the northern city, which will be a center for financial services, industrial production and high technology.

The city to the west will have the Hoa Lac High-Tech Park and Xuan Mai City as its core area. It is expected to cover an area of ​​251 square kilometers and be home to 1.2 million inhabitants in 16 districts and eight municipalities.

It will be positioned as a center for scientific research, training and advanced technology transfer, as well as a home for hi-tech products, semiconductor products, software and artificial intelligence.

Meanwhile, a city in the south will be developed from the current districts of Phu Xuyen and Ung Hoa.

Moreover, a tourist city will be developed in the Son Tay – Ba Vi area.

The creation of the city in the south aims to develop a transport center with airways, railways (National Railway, North-South Expressway, light rail), waterways (Red River) and highways (Phap Van – Cau Gie, Highway 5B – Northwest).

Special cities

While discussing the draft law, experts emphasized that the cities belonging to Hanoi should be considered special areas with specific mechanisms. A model of city government with specific regimes was discussed.

Some experts believe that the new model of municipal government designed by Hanoi cannot legalize the construction of a satellite city belonging to the capital, and the regulations contained in the draft law are not detailed enough to promote the role of the new model of municipal government.

Some members of the National Assembly asked whether the tasks and powers of a satellite city belonging to another city are the same as those of the district government.

There has been no detailed development plan for this type of cities.
