Updated Cell Phone and Digital Device Restrictions – Burnaby Schools

Restrictions on student use of digital devices, including cell phones, have been added to the Burnaby School District Code of Conduct.

The new language – the full text of which can be found at the bottom of the page – will enter into force on July 1 in accordance with Art requirement to all school districts in BC issued by the Ministry of Education and Child Care.

Additional language in the Code of Conduct clarifies that all students must have their devices in a safe place, on silent mode, and out of sight during class. The class teacher may consent to students using digital devices for educational purposes. Some exceptions to the restrictions are also described in the added language, as are variations for primary and secondary school students. Primary school students are also prohibited from using digital devices during non-teaching hours, such as during breaks and lunch.

Roberto Bombelli is the district’s deputy superintendent:

There is time to use cell phones and other digital devices, but there is also time to store them. The biggest change with these updated restrictions is the language codification. Districtwide, there is already an emphasis on uninterrupted learning coupled with the responsible and safe use of technology in schools. These changes to the Code of Conduct strengthen the approach across all schools and provide students and their families with greater clarity about expectations throughout the school day.”

Throughout the development of the draft language, the District consulted with partner groups including: the District Parent Advisory Council (DPAC); District Student Advisory Council (DSAC); Burnaby Teachers Association (BTA); CUPE Local 379; and the Burnaby Principals and Deputy Principals Association (BPVPA). To ensure full inclusion of effective strategies currently in use in schools, the District worked directly with principals at all schools during the development phase.

The Code of Conduct updates are part of the district’s broader strategy to support students in gaining the skills they need to make smart and safe choices through technology – whether it’s using cell phones, artificial intelligence or social media.

This school year, the District has focused on so-called digital literacy, digital citizenship and digital health. Together, they provide children and young people with the tools to make technology useful to them while empowering them to make good decisions when using it. There was an awareness campaign throughout the year focusing on students’ skills in the classroom – including resources, lesson plans and professional development for teachers – information evenings for parents and carers, and a new website selected resources for families.
