On June 26, 2024, the federal states of Utrecht ratified “Policy framework for local ownership and participation in wind energy‘. This framework ensures that local communities are an integral part of the development and operation phase of wind energy projects. The policy emphasizes that residents, businesses and community organizations should have the opportunity to invest and participate in these projects, promoting inclusivity regardless of financial contribution.

The economic benefits of this initiative are multi-faceted. The province is increasing economic resilience and local reinvestment by enabling residents to invest in local wind energy projects. Additionally, these projects are expected to create jobs in manufacturing, installation, maintenance and support services, contributing to local economic growth. Socially, the initiative aims to increase public acceptance of wind energy projects by directly involving residents in the decision-making process, thereby reducing potential conflicts and opposition.

Wind energy is a cornerstone of global efforts to combat climate change. According to REN21 experts, wind energy plays a key role in the transition from fossil fuels to renewable energy sources. Utrecht’s focus on wind energy is in line with global trends, as total wind power capacity is expected to increase tenfold between 2020 and 2050. Additionally, the variability of wind energy and land use conflicts is a continuing concern. The province’s support for municipalities in developing processes for wind and solar projects further underscores its commitment to renewable energy.
