The MSAR government thanks the central government for the new policy facilitating the travel of non-Chinese permanent residents of Macao to and from the mainland

The Entry and Entry Administration today (July 1) announced a new policy aimed at making it easier for non-Chinese permanent residents of Hong Kong and Macau to travel to and from the mainland. Under the new policy, from July 10, 2024, it will be possible to issue mainland travel permits to non-Chinese permanent residents of Macau.

Chief Executive Ho Iat Seng expressed his sincere gratitude to the central government on behalf of the Macao Special Administrative Region (MSAR) government for reintroducing the measures for Macao. He also sincerely thanked the Hong Kong and Macao Affairs Office of the State Council, Exit and Entry Administration and relevant central ministries and commissions.

Under the new policy, non-Chinese permanent residents of Macau can apply for a five-year Mainland Travel Permit (Non-Chinese). They can travel to and from the mainland multiple times during the relevant period, with each stay not exceeding 90 days.

The new policy provides a great incentive for non-Chinese permanent residents of Macau and makes it more convenient for them to invest, visit relatives, travel, do business or engage in discussions and exchanges on the mainland. This will further promote people-to-people exchanges, economic and trade exchanges, and mutually beneficial cooperation between the mainland and Macau. It also contributes positively to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and accelerates the integration of Macau into the overall development of the country.

Ho described the central government’s move as an important manifestation of the country’s broader opening-up policy, which will help support MSAR in attracting foreign talent, consolidate Macau’s status as a global tourism and leisure center, and create an even more favorable environment to promote Macau’s appropriate economic diversification.

The MSAR government will fully support the implementation of this policy. It will closely cooperate with the Entry and Exit Administration on security matters related to the implementation of the new policy, and coordinate with the Zhuhai Customs and Immigration Departments on relevant matters, including technology adoption. The MSAR government will also, in return for the care and support extended to Macao by the central government, continue to work with all sectors of society to jointly implement a series of central government measures for the economic and social development of Macao.
