Supreme Court opens door for new businesses to challenge old rules

The U.S. Supreme Court ruled Monday that the six-year deadline to challenge a federal regulation begins to run only when a plaintiff is harmed by it, opening up the possibility for new entities to challenge the long-standing rules.

In a 6-3 majority decision, the Supreme Court ruled in favor Watford City, North Dakota, a grocery store that requires a 2011 Federal Reserve rule allowing banks to charge merchants fees for accepting debit card transactions.
