Developers: Developers praise govt’s policy of building S+4 floors, residents raise concerns | Gurgaon News

Gurgaon: The recent approval of a policy for construction of stilt plus four (S+4) floors on residential plots in licensed colonies and sectors has been welcomed by developers across the state, who have called it a game-changer that will ensure better utilisation of available land. Meanwhile, resident groups have raised concerns over the potential impact of the project on existing infrastructure. Pradeep Aggarwal, Chairman, Signature Global Group, said, “As per the Haryana Building Code, it will be beneficial to both the state government and developers as the funds from infrastructure development will go a long way in strengthening the city’s infrastructure. This policy will help increase the housing stock and boost the development of premium housing across the state.” Ramesh Singla, a city-based home builder, said, “This is definitely a game-changer for home developers and plot owners. Construction of stilt plus four-storey buildings will help us offer more units and cater to a wider range of buyers.” Meanwhile, several developers have approached the government to collect over Rs 1,000 crores from them towards External Development Charges (EDC) and Floor Area Ratio (FAR), but have never utilised the money to upgrade infrastructure, including roads, sewerage and drainage system, water supply in licensed colonies and HSVP sectors. Residents, on the other hand, have raised other concerns. Anjali Sharma, a resident of DLF 1, said, “Increased density of development may strain existing infrastructure, resulting in traffic jams, parking issues and pressure on utilities for which they have been demanding speedy and effective implementation of the infrastructure upgrade plan.” A resident of a gated colony on Sohna road named Deepak Rastogi said, “While it is good that more housing options will be available now, I am worried about the impact on our daily lives. The roads are already congested and adding more floors will only worsen the situation.” The policy also includes provisions for improving infrastructure in sectors and colonies, using Rs 1,178.95 crore collected from S+4 approval fees. DLF 2 RWA representative Pradeep Bali said, “Without proper roads, drainage and utilities, the quality of life will deteriorate. We need to see tangible improvements on the ground.”
