The government will not implement policies based on manifestos.

Ntshavheni addressed the media a day after the board members were sworn in.

The national unity government is made up of different political parties that have different policies on land, unemployment, education and the economy.

Ntshavheni said the new government programme would be announced by President Cyril Ramaphosa at the opening of Parliament in July.

“We have also clarified that this does not mean that the Department of Agriculture is going to implement the DA policies, it does not mean that the Department of Agrarian Reform and Rural Development is going to implement the PAC policies, it does not mean that the Department of Military Veterans is going to implement the ANC policies.

“No, when we get together and agree on the Medium Term Strategic Framework, that will be government policy.”

Ntshavheni said the new government would formally adopt its priorities at a Cabinet meeting scheduled next week.

“It is important to emphasize that both the president and individual ministers have an obligation to report to the Cabinet on matters of policy, significant decisions, such as decisions with financial consequences exceeding the approved budget of the department, and every matter that the Cabinet has decided should be reported to it. Failure to do so may undermine the validity of such a decision.”
