GNU parties cannot implement their own policies without cabinet approval – Ntshavheni

Government Minister Khumbudzo Ntshavheni stressed that the parties forming the Government of National Unity (GNU) cannot implement their own policies without the consent of the Cabinet.

She stated that the government’s priorities and action program have already been detailed in the medium-term strategic framework, which is in line with the election manifesto of the ruling party and the GNU.

However, the Directors-General are currently analysing the manifestos of the GNU constituent parties and will submit a proposal for consideration at the Lekgotla Cabinet meeting to be held next week.

During the GNU party’s first press briefing on Thursday, which outlined the government’s short-term plans, Ntshavheni warned that ministers from other parties in the GNU party do not have unfettered freedom to shape policy.

Ntshavheni stressed that before the GNU Cabinet can issue policy statements or directives, several processes need to be carried out, such as the Lekgotla Cabinet meeting.

“This policy and this programme will have to be implemented as long as it is agreed in the Cabinet Office in Lekgotla and also formally adopted by the Cabinet because that is what will be funded from the National Treasury.”

She explained that GNU does not implement individual party policies.

“There are no ANC (African National Congress) policies in government that are being implemented. There are government policies.”

Ntshavheni also noted that if the Cabinet fails to reach a consensus, voting will be out of the question as it has never been done before.
