Kuwait sets terms for domestic workers to move to private sector

Dubai: Kuwait has introduced new regulations governing the transfer of domestic workers from a 20 visa (domestic sector) to an 18 visa (private sector), according to the Office of the First Deputy Prime Minister and Minister of Defence and Interior, Sheikh Fahad Al Yousuf Al Sabah.

This decision aims to streamline the transfer process while maintaining compliance with national legal frameworks on labour mobility.

According to the decision, from 14 July, domestic workers will be able to move to the private sector under certain conditions.

The conditions set out in Article One of the decision include obtaining consent from the current employer, a minimum residence period of one year with the current employer and a transfer fee of 50 dinars (approximately Dh600).

In addition, an additional fee of 10 dinars is charged for each year of service with the current employer.

Further details of the decision include the temporary suspension of Clause No. 9 of Article One of Ministerial Resolution No. 57/A of 2016 and Article No. 10 of Administrative Resolution No. 842 of 2015 for the duration of the new Regulation.

The aim of the new fees and regulatory framework is to ensure that transfers are carried out fairly and transparently, and to provide clear guidance to both employers and employees.

The decision will be published in the Official Journal and the relevant authorities will be instructed to enforce its provisions without delay.
