EO awarding rank to NDCP graduates has been withdrawn

MALACAÑANG has issued an Executive Order (EO) repealing the rule for awarding the Career Executive Service (CES) degree to graduates of the Master of National Security Administration (MNSA) program of the National Defense College of the Philippines (NDCP).

Order No. 63, signed on July 2 by Executive Secretary Lucas Bersamin under the authority of President Ferdinand Marcos Jr., aims to synchronize the standards and procedures for awarding the CES degree.

The executive order revokes Executive Order No. 145 issued by then-President Rodrigo Duterte.

The Palace, in issuing Executive Order No. 63, stressed that, in accordance with the Constitution, appointments to civil service positions should be made solely on the basis of merit and qualifications, to be determined through a competitive process.

Last February, the Career Executive Service Board (CESB) recommended that the policy for awarding the CES rank to MNSA program graduates be rescinded in order to synchronize the standards and procedures for awarding the CES rank.



“The Constitution grants the President the power of control over all executive departments, offices and agencies and the mandate to ensure the faithful execution of the laws,” reads Executive Order No. 63.

“The CESB is responsible for promulgating policies, standards and procedures for the selection, classification, compensation and professional development of CES members,” it added.
