PESHAWAR: Chief Minister Ali Amin Khan Gandapur on Sunday appealed for decentralisation of management in health and education sectors to improve and streamline the situation.

He said this while chairing a meeting to discuss reforms in both sectors. Several decisions were taken to ensure effective management and improve service delivery to the desired level, the leaflet said.

The head of government instructed officials to appoint additional directors-general at the regional level to ensure better and more effective management.

He added that such large departments, with enormous human resources, cannot be efficiently managed from the provincial level and added that the quality of services provided can only be improved by managing them at the local level.

The head of government ordered that teachers and paramedical personnel employed under a residence-based employment contract be transferred to the areas where they were to serve, and for this purpose the necessary changes were proposed in the relevant legal provisions.

He directed the Department of Health leadership to collect complete data on unused or under-utilized medical equipment in all state hospitals in the province within a week.

Gandapur said steps should be taken to reuse the medical equipment or donate it to hospitals where it could be used.

The head of government stressed the need to digitalize health and education departments in order to better utilize resources and effectively monitor the implementation of services.

He expressed satisfaction with the improvement in the primary health care system and stated that further efforts should be made to strengthen the system to ensure access to treatment for residents at the local level.

Gandapur has directed officials not to transfer teachers if there are no vacancies in the Education Department.

In addition, he said, the appointment of teaching staff to administrative positions should be stopped.

He said teaching staff and management staff should be separated in the health and education departments.

Issues related to the introduction of an Education Card based on the Health Card model were also discussed in order to facilitate the admission of children to private schools in areas where there are no public schools or they are unavailable for various reasons.
