Lease Board to Consider Rule Changes – Pasadena Now

At its meeting on Wednesday, the Pasadena Rental Housing Board will consider the first draft of proposed changes to the Pasadena Rental Housing Board bylaws.

The proposed changes include the appointment of alternate members to ad hoc committees, time limits for ad hoc committees and the transformation of ad hoc committees into standing committees.

On June 12, employees asked the Management Board for its opinion on potential changes.

Standing committees will be subject to the Brown Act.

The Brown Act establishes rules and regulations to ensure transparency in legislative proceedings.

“The creation of standing committees would have a budgetary impact, as standing committee meetings would require additional staff resources to prepare agendas and minutes, as well as additional costs associated with making meetings available on video platforms,” according to a staff report included in Wednesday’s agenda.

The Rent Commission was created by Measure H, a ballot initiative passed in 2022.

Under Measure H, rents were reduced to May 2021 levels. The rent control initiative also limits rent increases and provides protections against unfair evictions.

Last month, the City Council agreed to order City staff to prepare several resolutions to amend the rent control law, including removing outdated deadlines for implementing the rent registry and annual landlord registration, bringing the relocation assistance provisions into line with state law, adjusting the timeline for setting annual percentage rates on security deposits, partially exempting units occupied by tenants receiving government rent assistance from rent increase restrictions, allowing the Board to initiate removal proceedings for conduct violations, subject to City Council approval, and making technical corrections to bring them into line with court rulings and state law.

The Pasadena Housing Lease Board is scheduled to meet on Wednesday, July 10 at 6:00 p.m. The meeting will be held in the multi-purpose room at the Robinson Park Recreation Center located at 1081 N Fair Oaks Avenue in Pasadena.
