At approximately 7:00 p.m. on July 1, the Turlock Police Department reported being notified of a skimming device located at a local bank ATM. Upon arrival, officers found the skimmer and said it was very discreet and easy to install.

The scheme involves using cameras to capture the victim’s PIN number. The cameras are about the size of a pinhole, according to Turlock police. In addition, a skimmer is placed where the bank card would be inserted, which is used to retrieve bank account information.

Officers said they conducted a surveillance operation and located the suspect, 29-year-old Mihai Lupu. A search of his vehicle revealed multiple skimming devices, 17 encoded gift cards and several tools for inserting and removing the devices. Police video footage shows several items confiscated by law enforcement.

Lupu was arrested on suspicion of possessing the identities of more than 10 people with intent to defraud, as well as other related charges.

How to avoid skimmers

TPD has shared some tips on how to protect your bank accounts from skimming devices:
• Hiding your PIN as you enter it.
• Where applicable, use the “tap” feature on your card rather than inserting it into an ATM.
• Look for skimmers placed on the ATM. They are usually placed quickly, making the ATM look “sloppy.”
• If possible, use ATMs located inside the building.
• Monitor bank activity and report suspicious transactions.
