The Modernization of Cosmetics Regulation Act (MoCRA), signed into law in December 2022, is now in motion, starting with facility registration requirements and product listings. As the industry knows, this is the first major cosmetics legislation in the U.S. since 1938. That got us wondering: After more than 85 years, why is it being implemented now? What were the driving factors? What problems is it intended to solve, and how?
