Ukiah Planning Commission to Consider ADU Code Update – The Ukiah Daily Journal

The Ukiah Planning Commission is scheduled to consider an amendment to the city’s accessory dwelling unit regulations, also known as “granny flats,” at its next meeting Wednesday.

According to a staff report prepared for the July 24 meeting, city staff are requesting an “Amendment to the Ukiah City Code to update the City’s existing regulations regarding accessory dwelling units (ADUs) … on lands incorporated into the City of Ukiah” to align with current state law.

Describing ADUs as “self-contained residences that are smaller than the main home and are legally part of the same property (which) must include a kitchen, bathroom,” city staff also notes that “in Ukiah, ADUs are a significant component of the city’s housing strategy. Since 2017, the Community Development Department has made changes to its local code to expedite the review and construction of these units.”

According to city staff, since 2019, “the City of Ukiah has issued building permits for 32 additional dwelling units: new detached: 8; existing converted garages: 10; existing accessory detached/converted garages: 9; new additions: 5.”

As city staff explains, the purpose of updating previously adopted ADU standards is to:

  • Establishing separate articles regulating the issues of accessory dwelling units and additional dwelling units;
  • Clarify ADU development standards to allow for the construction of detached ADUs up to 20 feet in height and ADUs attached to a primary dwelling unit or garage at the maximum height specified in the zone, despite any airport safety restrictions.
  • Update your local city ordinance to reflect recent changes to the California Government Code, including AB 976, AB 2221, SB 477, by adding or removing regulatory provisions as needed.
  • This proposed amendment would clarify ADU regulations in Ukiah, consistent with the city’s Certified 6th Cycle Housing Element program, the 2040 General Plan, the California Government Code’s ADU regulations, and other applicable state housing law requirements.

The Planning Commission meeting will begin at 6:00 p.m. on July 24. It will be held in person at the Civic Center Council Chambers at 300 Seminary Ave. and online.
