Hanover, Pennsylvania man accused of placing tracking device on woman’s car

A Hanover man has been charged with a crime involving placing a tracking device on a woman’s vehicle.

Wesley Zepp, 55, of Hanover, has been charged with felony counts of harassment and misdemeanor counts of harassment in connection with the July 17 incident.

Court documents show Zepp was denied bail because he posed a threat to the victim’s safety. He is currently being held in York County Jail.

Zepp’s preliminary hearing will be held on August 15, 2024.

An affidavit of probable cause filed by the Penn Township Police Department states that at approximately 7:19 p.m. on July 17, 2024, police were called to a convenience store in the 800 block of Baltimore Street for a report of a possible violation of a Protection from Abuse Order (PFA).

Police arrived on scene and met with the victim, who told officers she had found a possible tracking device on the underside of her vehicle.

The victim told officers that Zepp followed her to a store in the 400 block of Eisenhower Drive around 6:15 p.m. that day, where Zepp began yelling at her, the affidavit said. She then left the scene and eventually went to a convenience store.

Upon arrival, officers examined the underside of the victim’s vehicle and discovered a black tracking device attached to the underside of her car.

While officers were speaking with the victim, Zepp arrived on the scene and detained him, the statement said.

According to witness statements, after checking Zepp’s phone, police found a tracking app for a tracking device that was located in the victim’s car.

According to the statement, after launching the app, “it was clear that the accused was tracking the victim’s movements.”

According to the affidavit, the victim has an active restraining order against Zepp issued by the York County Common Pleas Court, and Zepp has previously been charged with violating a restraining order against the victim and with stalking the same victim.
