UGC accepts applications from universities to offer ODL courses online, deadline is July 31

The University Grants Commission, UGC, is inviting applications from eligible Higher Education Institutions (HEIs) to offer courses through Open and Distance Learning (ODL) and/or Online mode for the academic year 2024-25. Registration, which began on July 25, will close on July 31, 2024.

The UGC wrote in an official notification, “The UGC invites fresh online applications from eligible Higher Education Institutions (HEIs) under Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning and Online Programmes) Regulations, 2020 along with amendments thereto for recognition of programmes through Open and Distance Learning (ODL) mode and/or online mode for the academic year 2024-25, academic session commencing October 2024 (revised version for July-August 2024).”

HEIs can submit their applications on the online portal deb.ugc.ac.in. The notification further stated that “the duly attested hard copy of the application along with the original declaration and enclosure(s) should reach the Deputy Registrar, Distance Education Bureau, UGC, 35, Feroze Shah Road, New Delhi -110001 by 7th August 2024.”

It is worth noting that according to the official announcement, the academic session will start in October 2024.

It is worth mentioning here that submission of application forms by HEIs should not be considered as granting consent. The notification states, “HEIs may note that mere submission of an application should not be considered as granting consent and that all applications are subject to scrutiny against the standards specified in the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 and its amendments.”

Meanwhile, eligible higher education institutions that have already been recognised by the UGC as offering ODL and/or online programmes for the academic year 2024-25 should apply for recognition of additional programmes, if any, the notice said.

Further, educational institutions deemed to be universities are required to first obtain prior approval/recommendation/NOC from AICTE for offering programmes (under AICTE) in ODL and/or online mode before submitting an application to UGC.
