Ranchi, Aug 11 (PTI) In a sweeping bureaucratic shake-up, the Jharkhand government has transferred around two dozen IAS officers, including Principal Secretary to the Governor, Nitin Madan Kulkarni, to Raj Bhavan and replaced him with Vipra Bhal.

Bhal, a 2006 batch IAS officer posted as Secretary in the Department of Information Technology and E-Governance, has been transferred and posted as Principal Secretary to the Governor, according to a notification issued by the Department of Personnel and Administrative Reforms late on Saturday evening.

Mast Ram Meena, Principal Secretary, Department of Planning and Development, will also hold the additional charge of Principal Secretary, Department of Drinking Water and Sanitation.

Sunil Kumar, appointed as Principal Secretary, Road Construction Department, will continue to hold the additional posts of Principal Secretary, Urban Development and Housing Department, Managing Director, JUICO and Managing Director, Greater Ranchi Development Agency (GRDA).

Amitabh Kaushal, formerly Secretary, Department of Food, Public Distribution and Consumer Affairs, has been posted as Secretary, Department of Information Technology and E-Governance, according to the notification, which also stated that he will continue to hold the additional charge of Secretary, Commercial Taxes Department, Jharkhand, Ranchi.

Manish Ranjan, Secretary, Building Department (Additional Managing Director, Jharkhand State Building Construction Corporation Limited, Ranchi), will now be the Director, Administrative Training Institute, Jharkhand, Ranchi.

Rajesh Kumar Sharma, Secretary, Department of Drinking Water and Sanitation, will be Secretary, Department of Disaster Management.

Abu Bakr Siddiqui, secretary of the Department of Agriculture, Animal Husbandry and Cooperatives, has been appointed secretary of the Department of Forests, Environment and Climate Change.

Manoj Kumar, posted as Secretary, Department of Child Development and Social Security, will continue to hold the additional charge of Secretary, Excise and Prohibition Department, till further orders.

Arwa Rajkamal, Secretary to the Chief Minister of Jharkhand, has been transferred as Secretary, Building Department. Apart from this, Rajkamal will also hold the post of Managing Director, Jharkhand State Building Construction Corporation Limited, Ranchi and Resident Commissioner, Jharkhand Bhawan, New Delhi.

Jitendra Kumar Singh, Secretary, Department of Mines and Geology, will also hold the additional charge of Secretary, Department of Industries.

Uma Shankar Singh, secretary, school education and literacy, will additionally hold the post of secretary, food, public distribution and consumer affairs.

Amit Kumar, Municipal Commissioner of Ranchi Municipal Corporation, has been appointed as Commissioner of Commercial Taxes.

Manjunath Bhajantri, administrator of Subarnarekha project in Jamshedpur, has been transferred as CEO of Jharkhand State Livelihood Promotion Society (JSLPS) and will also hold the additional charge of MNREGA commissioner, Jharkhand, Ranchi.

Amit Prakash, special secretary, department of labour, planning, training and skill development, has been posted as excise commissioner and will continue as managing director of Jharkhand State Beverage Corporation.

Sandeep Singh, JSLPS, Ranchi, has been appointed as the new Municipal Commissioner of Ranchi Municipal Corporation and will continue as Vice-Chairman of Ranchi Regional Development Authority (RRDA).

Shailendra Kumar Lal, appointed Municipal Commissioner of Hazaribagh Municipal Corporation, has been appointed Mission Director and Chief Executive Officer of Jharkhand Skill Development Mission Society.

Sunil Kumar Singh, Jharkhand Excise Commissioner, Ranchi, has been posted as Additional Secretary, Department of Labour, Planning, Training and Skill Development.

Sameera S, who was awaiting appointment, has been appointed as Director and Secretary, Jharkhand State Institute of Child Protection and will hold the post of Director General, Jharkhand State Nutrition Mission, Director General, Jharkhand State Watershed Mission and Director, Jharkhand State Social Security, Ranchi, in addition to her duties.

Ravi Anand, who was awaiting appointment, has been posted as Secretary, Personnel and Administrative Reforms.

Deepak Kumar Dubey, Deputy Development Commissioner and Executive Officer, Giridih District Administration, has been appointed as Joint Secretary, Urban Development and Housing Department, Jharkhand.

Saurabh Kumar Bhuwania, pending, has been appointed and posted as Joint Secretary, Finance Department, Jharkhand.

Alok Kumar, who is awaiting appointment, will be posted as Joint Secretary, Home, Prisons and Disaster Management Department, Jharkhand, Ranchi.
