The Maui Police Department arrested a 47-year-old Kahului man Saturday in connection with the discovery of a series of improvised explosive devices, one of which was detonated Thursday in a car in Pukalani.

The suspect, Robert Francis Dumaran, 47, was arrested Aug. 10 on a “federal warrant,” according to MPD booking records. Dumaran was taken into custody by the Federal Bureau of Investigation and is being held at the Federal Detention Center in Honolulu.

Dumaran has 30 state convictions, including a felony for promoting dangerous drugs, a misdemeanor for making terroristic threats and domestic violence.

An improvised explosive device detonated in a garbage bin Thursday evening, shattering the windows and piercing the driver’s door of a sport utility vehicle driving nearby in Pukalani.

The explosions occurred just over six hours after a joint statement was issued asking for witness statements and sharing information about explosives left in Kahului and Pukalani.

On Friday evening, Maui police evacuated part of Wailuku and closed streets as they investigated and searched for the unidentified gunman.

In a statement released Friday afternoon, the FBI and MPD said the blast “was caused by an improvised explosive device that was placed in a nearby garbage can. The explosion struck a passing vehicle.”

FBI agents and police identified and collected “several explosive devices of various sizes and shapes and then secured them.”
