Youngstown extends STR moratorium by four months

Aug. 14 — Youngstown village officials extend a moratorium on short-term rentals for another four months while also implementing a local law to regulate the issue.

The current moratorium was set to expire Aug. 10 and has been in effect since August of this year. The village has been seeking to establish regulations for short-term rentals as neighboring municipalities have established their own.

Mayor Robert Reisman said during a meeting this month that preliminary plans would be ready for a September village meeting.

Reisman said he received feedback from Lewiston Mayor Anne Welch, Concierge Duffy Johnston and local Airbnb owners.

“I’d rather have something implemented that we don’t have to backtrack on,” Reisman said, with the village’s limited housing stock being a major concern.

The village has at least 20 known short-term rentals, mostly located on Main Street. Properties in neighboring Porter are mostly located along the Lake Ontario shoreline.

Any regulations introduced by the City must be considered by the Niagara County Planning Board and filed with the Secretary of State within 20 days of final adoption.

Earlier this year, the city of Lewiston established strict limits on where short-term rentals can be operated.
