Glendale council votes in favor of trash collection fee, stricter short-term rental regulations

GLENDALE, AZ (AZFamily) ― The Glendale City Council passed several ordinances Tuesday night, including a new solid waste collection fee, stiffer penalties for short-term rentals and the sale of tens of millions of dollars in bonds to benefit numerous city projects.

Glendale residents will now pay 91 cents a month for a fuel fee for solid waste collection.

The city conducted a study that found that the cost of the service has increased due to fuel prices. Now, some of those costs will be passed on to the customer until June 2025. Pre-charge and commercial rates will increase by 3%, the waste collection rate will increase to $276 and the disposal rate per ton will be $33 for commercial accounts. Only one council member voted no on the ordinance.

“I believe it is unfair that if fuel prices go down our residents will continue to have to pay higher rates or surcharges, and conversely, if fuel prices go up, it would be unfair for the city to put additional money into covering fuel surcharges,” said Glendale Councilwoman Joyce Clark.

Council members unanimously passed ordinances that would introduce new regulations and tougher penalties for short-term rentals. The new ordinance would prohibit short-term rentals from being operated as anything other than vacation rentals, including “pop-up retail stores.” Short-term rental owners would now be required to notify neighbors about single-family homes “directly across and diagonally across the street” from the rental property.

The owner of a short-term rental will be required to provide neighbors with their name and a 24-hour emergency contact number. Owners who fail to provide contact information will be subject to a $1,000 fine.

The Glendale City Council also unanimously voted to sell more than $48 million in city bonds for various city projects, which are listed below.
