Hornell Schools Implements Strict Cellphone Ban for New School Year: Devices Banned Even During Non-Instructional Time

When Hornell City School District students return to class on Sept. 5, they will do so without cellphones. The district has implemented a total ban on cellphone use during school hours to eliminate distractions and improve the learning environment.

School officials explained the decision by citing ongoing issues with students using their phones for non-educational purposes. Last year’s “red” and “green” zones, which allowed limited phone use, were replaced with a total ban from 8:05 a.m. to 3:03 p.m.

The ban also includes smartwatches, headphones and earbuds. While the policy may initially face challenges, Palotti expressed confidence that students and staff will adapt to the new rule.

The decision comes amid a broader discussion by Gov. Kathy Hochul about restricting smartphone use in schools, though district officials say the decision was made independently.
