CCommunist Party of Hina has more than 99 million members. It’s no wonder that some are not up to par. The corrupt, criminal, or disloyal are handled by the party’s fearsome internal investigative body, the Central Commission for Discipline Inspection. It has punished thousands of officials in recent years. But there remains another kind of troublesome member: those who have broken no laws but are simply not very good communists.
