China tightens records, review of regulations and rules

BEIJING, Sept. 5 (Xinhua) — Chinese Premier Li Qiang has signed a decree of the State Council unveiling a set of rules on recording and reviewing regulations and policies of local and central governments.

The State Council Rules, which will come into effect on November 1, are designed to ensure the implementation of the Legislation Act, as well as to improve the quality of such regulations and provisions by streamlining record-keeping and review work and strengthening supervision.

The scope of regulations and rules that must be registered has been expanded, while registration procedures have been simplified.

Meanwhile, the issues listed for verification include whether the regulations and rules are consistent with the key decisions and determinations of the Central Committee of the Communist Party of China and the State Council, the direction of major national reforms, the purpose of the legislation and the actual situation.

Methods for identifying and removing errors in regulations and provisions have also been defined.
