Morgantown man convicted on federal child pornography charges

Sept. 6 — A Monongalia County man was convicted in federal court Thursday of possessing child pornography.

James Mansfield Davis, 67, of Morgantown, was sentenced to 82 months (6.8 years) in federal prison for possession of child pornography.

According to a press release from U.S. Attorney William Ihlenfeld’s office, a cybercriminal transmitted information about child pornography online that reached Davis.

Officers seized several devices and flash drives from Davis’ home, including two Motorola cell phones, a Nokia cell phone, two external hard drives, a 64 GB USB drive, an 8 GB USB drive, a 4 TB internal hard drive, an HP desktop computer, and various CDs and DVDs.

Investigators from the Morgantown and Bridgeport police departments found 67 videos and 460 images of child pornography involving young boys.

Court documents show that some of the material involved a prepubescent minor and a minor under the age of 12.

During the investigation, Davis traveled to Florida, where he was arrested.

After serving his prison sentence, Davis will spend 20 years under the supervision of a probation officer.

According to court documents, conditions of release will include participation in a sex offender treatment program and no direct contact with children or youth under the age of 18 and no places where children may be present, including parks, schools, playgrounds and child care facilities, as well as other conditions related to the offense.

All computers and other electronic devices owned by Davis will be subject to search and monitoring upon his release from prison.

In his sentencing recommendations, District Judge Thomas S. Kleeh recommended that Davis be confined to the Federal Medical Center (FMC) in Devens, Massachusetts, or another facility offering a sex offender treatment program.

Davis will be required to report to a facility designated by the Bureau of Prisons by noon on October 4.
