Beijing increases trade: Paraguayan Foreign Minister Rubén Ramírez Lezcano said Mercosur, the South American trading bloc, would be willing to negotiate a free trade agreement with China if it resolved the trade deficit between the country and the bloc. Peruvian President Dina Boluarte condemned the presence of Chinese vessels engaged in illegal fishing in Peruvian waters. The government of Honduras has reached an agreement with its Chinese counterparts to export fresh melons from Honduras to China. Ecuador’s Minister of Agriculture, Danilo Palacios, also announced that the South American country will soon begin exporting dairy products to China, and that China’s Vice Minister of Customs will visit Ecuador at the end of September.

Deeper security integration: Chinese soldiers took part in Brazil’s annual Operation Formosa military exercises during the week of September 10, in which US soldiers also participated. Also during the UN General Assembly, Chinese Foreign Minister Wang Yi met his counterpart in Panama, Javier Martínez-Acha, where the Chinese foreign minister was in charge of relations between the two countries. Earlier this month, the first China-Latin America-Caribbean roundtable on human rights was held in Rio de Janeiro.

In Nicaragua, the Nicaraguan autocratic government established a new Confucius Institute at the National Autonomous University of Managua. The event was chaired by Rosario Murillo, vice president of Nicaragua and Ortega’s wife, and Laureano Ortega Murillo, Ortega’s son.
