More than $32 billion will be invested to implement Arctic master plans – Ministry of Business and Economy

MOSCOW, October 7. /TASS/. More than 3 trillion rubles ($32 billion) is planned to be allocated for the implementation of master plans for 16 agglomerations in the Arctic Zone of the Russian Federation, said Gadzhimagomed Guseynov, Deputy Minister of Development of the Far East and Arctic.

“As for the 16 agglomerations, the Russian government has approved the list and all master plans have been developed,” he said during a meeting of the State Duma on the development of the Far East and the Arctic. “We have developed a multi-year program for the socio-economic development of these agglomerations and submitted it to the relevant authorities for approval. <...> Currently, we have allocated over 3 trillion rubles, of which 1 trillion is federal money.

About PLN 2 trillion is extra-budgetary money, he continued. “It’s about infrastructure. “For the period up to 2035, we need to attract even more investment to these territories.”

He said Arctic master plans were built around large projects. “The Arctic master plans are slightly different. We create them around large projects. <...> So first, a large investment project appears, anchored, and the development is consistent with it.”

In December 2023, the government listed 16 major settlements in the Arctic. The implementation of their master plans is scheduled to begin in 2025.

The list of 16 settlements and agglomerations with an Arctic core in nine oblasts includes: Kem, Belozersk (Karelia), Vorkuta (Komi), Tiksi, Naiba (Yakutia), Norilsk, Dudinka, Dixon and Igarka (Krasnoyarsk Oblast), Arkhangelsk (Arkhangelsk Oblast) Region ), Murmansk, Kirov, Apatity and Monchegorsk (Murmansk Region), Naryan-Mar (Nenets Autonomous Oblast), Pevek and Anadyr (Chukotka Autonomous Oblast), Novy Urengoy, Nojabrsk and Salekhard-Labytnangi (Yamalo-Nenets Autonomous Oblast).
