KEY BISCAYNE, Florida. (WSVN) – The Key Biscayne Village Council has permanently banned e-scooters and e-bikes on village streets.

The ordinance, which was adopted during Tuesday’s council meeting, strengthens the temporary ban that has been in effect since February 16.

This ban follows the tragic death of 66-year-old Megan Andrews, who was hit by a 12-year-old on an electric bicycle on February 14.

The incident took place at Woodcrest Road and Hampton Lane and prompted an emergency council meeting, which led to the temporary ban.

Andrews was remembered as a beloved community member and educator, and friends and neighbors advocated for a ban to prevent further tragedies.

The decision aims to address residents’ safety concerns and regulate the use of these devices.

Officials say the main goal of the ordinance is to ensure a safe environment as the village works with county and state officials to establish specific regulations.

“As we address safety issues and explore options to align village regulations under county and state law, it is critical that all members of our community do their part to keep our streets safe,” said Village Manager Steve Williamson.

Village of Key Biscayne officials are working with Miami-Dade County to implement new safety measures on Crandon Boulevard. The Miami-Dade County Board of Commissioners recently voted unanimously to give Key Biscayne more roadway enforcement powers for two years.

State regulations currently treat e-bikes like regular bicycles, but the village is pushing for changes that would allow age-based regulation and place reasonable limits on the operation of electric devices.
