Expert panel says Japan needs to legislate, outside group if it plans to use telecommunications networks for active cyber defense

The first meeting of the expert panel on active cybersecurity will be held on June 7 at the Prime Minister’s Office in Tokyo.

The Proactive Cyber ​​Defense Expert Panel said the government must establish procedures and regulations if it intends to use telecommunications networks to detect potential attacks, and establish an external organization to monitor the process.

On Thursday, the government published a 14-page summary of the panel’s first meeting.

Because the public has a constitutional right to privacy in communications, some panel members said the government must determine exactly what data is necessary for cyber defense.

It was also indicated that the government should cover the costs of telecommunications operators for providing communication data for the purposes of active cyber defense.

The panel also suggested prioritizing important infrastructures, such as those that support the Self-Defense Forces and the U.S. military in Japan, to protect against cyberattacks.
