Abinader issues implementing regulations for Public Administration Law 247-12





Santo Domingo.- By Decree No. 353-24, President Luis Abinader established regulations for the application of Law No. 247-12 Organika on Public Administration, a task pending since the promulgation of this law in 2012.

The regulation aims to ensure that administrative functions are performed in accordance with the principles of legality, hierarchy, rationality, efficiency, effectiveness, objectivity, equality, transparency, economy, openness and coordination.

All entities and bodies of the executive power are subject to its provisions, with the exception of entities and bodies of the legislative power, the judiciary and constitutional bodies outside the power. It successively regulates the functioning of the Presidency, Vice-Presidency, Council of Ministers, ministries, autonomous and decentralized organizations and public companies. The regulation also contains provisions on administrative coordination, advisory boards and organizational policies of public administration.

The initial proposal for this regulation was presented during the Presidential Call for Dialogue for Reforms for Strengthening Institutional and Effective State Management. It was then refined by a technical commission consisting of representatives of the Ministry of Public Administration, the Legal Advisory Service of the Executive Branch and other public institutions.

With this issue, the current administration confirms its commitment to strengthening and modernizing public administration.
