Implementation of the Strategy for the development of agricultural mechanization until 2030 in the voivodeship

The general goal of this plan is to promote the use of machines, devices and technologies in agricultural production, improving the level of mechanization of the stages of crop production appropriate for each type of crop, the advantages of each region and locality, towards synchronous mechanization. Transform dispersed, manual and outdated agricultural practices into production using advanced and modern machines and equipment with high efficiency and quality, reducing losses during and after harvest. Establish large fields and concentrated commodity production areas to promote the application of value chain-linked synchronous mechanization, meeting the requirements of large-scale commodity-oriented agricultural development. Focusing on the development of synchronous mechanization of plant production related to key crops of the voivodeship.

The specific goal is that by 2030, the province’s key crop production (rice, groundnuts, corn and vegetables) used in a mechanized manner in the main stages of production will reach over 70% in 2025 and over 85% in 2030, synchronous mechanization reached over 50% by 2030. The rate of losses during and after harvest of key crops will fall from 0.5% to 1.0%/year. Fruit tree production is carried out with mechanization at the main stages of production to reach more than 50% by 2025 and more than 70% by 2030. Focus on the development of mechanization in concentrated fruit growing areas in accordance with VietGAP, organic mechanics, the use of advanced technologies in production ; advanced agriculture, linked production throughout the value chain. Invitation to invest in at least 2 agricultural product processing enterprises with economic potential in the agricultural product processing industrial cluster, related to the development of concentrated areas of raw material production that are synchronously mechanized and connected to agricultural consumption.

The Department of Agriculture and Rural Development is responsible for leading and coordinating with relevant departments, divisions and People’s Committees of counties, towns and cities to organize and implement the Plan; Inducing, controlling and monitoring the implementation of tasks, promptly advising and proposing to the Provincial People’s Committee to adjust and supplement the content of the Plan to adapt to reality. Summarizing implementation results and reporting to the Provincial People’s Committee and the Ministry of Agriculture and Rural Development annually or irregularly as needed. In addition, the Department of Agriculture and Rural Development shall lead the synthesis and coordination with relevant departments, divisions and People’s Committees of counties, towns and cities to request annual budget allocation from national target programs and other capital sources to implement the Plan; Study the current mechanisms and policies of the Central Government to support the promotion of agricultural mechanization and synchronous mechanization in order to advise and propose to the Provincial People’s Committee for direct implementation.

Relevant departments and branches, based on their assigned functions and tasks, integrate the content of the Plan with the industry development plan and implement it effectively; In particular, the focus should be on the implementation of a number of key tasks in accordance with the attached Annex to this Plan. Direct, monitor, insist, control and supervise the implementation of the Plan; Every 6 months (until June 15), at the end of the year (until December 15), report to the Provincial People’s Committee on the implementation results through the Department of Agriculture and Rural Development.

People’s Committees of counties, towns and cities develop plans to concretize the goals, tasks and solutions specified in the Plan, to organize and implement them; Integration of content and tasks with the local socio-economic development plan and balancing the annual budget in order to organize capital sources for implementation. In addition, the People’s Committees of counties, towns and cities are actively reviewing agricultural production planning towards centralization, creating large fields to create conditions for farmers, enterprises, cooperatives and groups. Rapid application of mechanization in stages from production – storage – processing – transport and consumption of products. Focus on innovative forms of production organization, selection of advanced technology machines and devices adapted to local agricultural conditions. In addition, the People’s Committees of counties and cities support and create conditions for enterprises and cooperatives to invest in processing plants, primary processing zones and warehouses of agricultural products in areas related to primary areas, focusing on the use of mechanization in agriculture, in line with the overall development orientation of the province. At the same time, implementing solutions strengthening regional connectivity, aimed at developing clusters combining the production, conservation, processing and consumption of agricultural products related to areas of concentrated raw materials with applied synchronous mechanization. Connect with agricultural processing plants and agricultural consumption and distribution channels. Develop pilot projects and key programs to develop synchronous models for mechanization and local processing of agricultural products. Periodically every 6 months (until June 5), at the end of the year (until December 5), report the situation and results of the implementation of the Plan to the Department of Agriculture and Rural Development for synthesis and reporting to the Provincial People’s Committee and the Ministry of Agriculture and Rural Development./.
