China says rare earths belong to the state under new regulations

BEIJING — China’s rare earth resources are state-owned, according to a new regulation that will take effect Oct. 1.

“No organization or person may interfere with or destroy resources of rare earth elements,” according to the text of the regulation published on Saturday, which aims to “ensure the security of national resources and industrial security.”
