The fifth Public Policy and Governance Capacity Building Programme for Civil Servants of the Kingdom of Cambodia was successfully completed today at the National Centre for Good Governance (NCGG) in New Delhi



The two-week programme was attended by 40 senior officials from the Ministry of Civil Service and the Senate of Cambodia

To date, NCGG has trained 196 Cambodian civil servants.

The National Center for Good Governance (NCGG) successfully completed the 5th Public Policy and Governance Capacity Building Program for the Cambodian Civil Service today in New Delhi. The two-week program was organized from June 24t until July 5tht2024 in partnership with the Ministry of Foreign Affairs (MEA). The program was attended by 40 civil servants from the Kingdom of Cambodia, such as Secretary, Director, Deputy Secretary and Undersecretary of the Ministry of Civil Service and the Senate of Cambodia. The program offered a platform for policy dialogue and sharing best practices, helping participants gain valuable insights into institutional transformation and citizen engagement.

The valedictory session was chaired by Shri V. Srinivas, Director General (DG), National Centre for Good Governance (NCGG) and Secretary, Department of Administrative Reform and Public Grievances (DARPG), Government of India, who highlighted the importance of the long friendly and historical relations between the two nations. He discussed that the role of public servants is to simplify the interface between the citizen and the government. Citing examples from the grievance redressal model, he explained how technology has played a key role in bringing citizens closer to the government while optimizing transparency and accountability. He praised the participating officers for their excellent and substantive presentations.

Speaking at the ceremony, attended by the guest of honour, HE Mr Koy Kuong, High Commissioner of the Kingdom of Cambodia to India He spoke about the ancient links between the two civilisations and thanked the Government of India for its support in building the capacity of its officials. He explained how both nations exchange knowledge, wisdom and people travel between the countries for pilgrimages as well as for medical purposes. He said it was encouraging to see the participants presenting the learnings of the programme in the form of insightful and excellent presentations delivered during the valedictory session. He emphasised that bilateral relations are the foundation of cooperation between the two countries aimed at building the human resource capital of the countries which in turn is essential for fulfilling the aspirations of the common people, thereby helping in achieving good governance.

HE Mrs. Say Pagnvathey, Deputy Director General of the Senate of Cambodia and Head of the Cambodian Delegation expressed gratitude to the Government of India for this opportunity. She also thanked Shri V. Srinivas, Director General, NCGG, along with the training team for conducting such a training programme for the Cambodian civil servants. She explained how they came to know about many best practices in the area of ​​public policy and management and how technology is being used in India. She was of the view that they were looking forward to such exposure and this would lead the civil servants to provide better services to the citizens of their country and ultimately help in achieving good governance.

Participating officers delivered four detailed and insightful presentations as part of their learning outcomes, on: “The Role of the Civil Service in Policy Design and Implementation in Cambodia”, “Social Protection in Cambodia”, “Cambodia Towards a Hybrid Digital 2050” and “The Role of the Cambodian Parliament in Policy Design and Implementation”.

Dr. BS Bisht, Assistant Professor, NCGG and Course Coordinator of the program, gave detailed information about the program. He discussed thatThe first week of the training focused on various topics including: Public Policy and Governance, GeM: Bringing Transparency in Public Procurement, Parliament in the Indian Constitutional System, India-Cambodia Relations, Public Private Partnerships in Infrastructure, Aadhaar as a Tool for Good Governance, Healthcare Governance, Impact of Parliamentary Devices on Governance, Best Practices from Various Development Schemes, Approaches to Achieving SDGs by 2023, Viksit Bharat: Policies and Development in Industry and Infrastructure, Financial Inclusion, Changing Paradigm of Governance, Leadership and Communication, Urban Governance and Sustainable Cities, Civil Service in India, Doorstep Service Delivery, E-Governance and Digital Delivery of Public Services, Gender Development and Ethics in Administration, Prime Minister’s Award for Exemplary Performance of Pradhan Mantri Fasal Bima Yojana and others. The second phase of the programme included field visits to the Smart City project and Information Technology Development Agency in Dehradun, District Administration in Gautam Buddha Nagar, Uttar Pradesh, Union Public Service Commission and Indian Parliament. The programme also provided insights into the history and culture of the country through visits to PM Sangrahalaya, Buddha Temple and Taj Mahal.

Notably, NCGG has provided training to government officials from 17 countries, namely Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eritrea and Cambodia.

The valedictory function was graced by the presence of Ms. Prisca Mathews, Chief Administrative Officer, NCGG, Dr. Himanshi Rastogi, Assistant Professor, NCGG, Dr. Gazala Hasan, Assistant Professor, NCGG and others. The programme was supervised and coordinated by Dr. BS Bisht, Course Coordinator, along with Dr. Sanjeev Sharma, Co-Course Coordinator, Mr. Brijesh Bisht, Training Assistant and Ms. Monisha Bahuguna, Young Professional, along with the Capacity Building Team of NCGG.
