Turkey introduces new regulations to attract skilled foreign workers

Turkey has implemented new regulations to combat labor shortages.

This new orientation would facilitate the arrival of qualified foreign workers in the country.

The latest reports from TravelBiz reveal that “the government announced temporary work permit exemptions of up to three years for certain categories of professionals, a move intended to strengthen the Turkish economy by encouraging foreign talent in various sectors” .

These new regulations were published in the Official Gazette of Turkey and are part of a broader strategy to attract global expertise and boost economic growth.

Work permit exemptions for various categories

The new regulations grant several categories of foreign workers exemptions from traditional work permits. This allows some people to work legally in Türkiye without going through the standard application process.

Eligible groups:

  • Refugees and people with temporary protection can now work without a permit for fixed periods of time, allowing them to contribute effectively to the economy.
  • Qualified foreign professionals in sectors such as culture and technology can benefit from exemptions of up to three years. This extension from the previous six-month limit provides greater stability for these workers.

The Turkish Ministry of Interior will manage the system of application, evaluation and monitoring of foreign applications to assess the duration of these exemptions.

Special privileges for journalists and athletes

The updated regulations also grant special privileges to foreign journalists and professional athletes. Journalists holding a permanent press card approved by the Turkish Presidential Directorate of Communications will no longer need a work permit for the duration of their stay.

Likewise, professional athletes, coaches and staff holding valid contracts with Turkish sports clubs will benefit from this exemption, thereby simplifying their employment process.

Simplified application process

The work permit waiver application process has been streamlined. Previously, foreign nationals had to submit their application within 30 days of arrival.

Reports indicate that under the new rules, skilled workers can now apply for work permit exemptions whenever they wish during their stay in the country, rather than in a limited period after their arrival.

This new flexibility means they don’t need to constantly renew their license as often, allowing them to focus on their work and responsibilities without being distracted by administrative tasks or paperwork.

Launch of the Tech Visa program

In addition to work permit exemptions, reports indicate that Turkey has introduced a technology visa program to attract technology professionals and entrepreneurs. This program offers a three-year work permit through an accelerated process, aimed at simplifying the entry of technology talent.

This means that tech workers can enter Turkey more easily and quickly, encouraging them to bring their skills and expertise to the country.

The details also indicate that the government aims to encourage 100,000 tech-focused start-ups by 2030, with a target of seeing at least 100 of them reach a valuation above $1 billion. To support this vision, Turkey is currently developing Terminal Istanbul, which is expected to become one of the largest technoparks in the world.

Economic Considerations for Foreign Workers

As Turkey aims to attract skilled professionals, potential workers are advised to assess the local cost of living. TravelBiz reports that a family of four has monthly expenses (excluding rent) of around ₹183,210, while a single person’s expenses average around ₹50,616.

  • With the minimum wage in Turkey set at around ₹41,891 per month, reports warn that it is essential for skilled workers to weigh the financial implications of relocating to Turkey against the benefits of employment opportunities.
