Extension. The government wants the current rules on unemployment benefits to apply until September 30, according to a draft decree sent to social partners on Wednesday evening, disclosed by the AEF, a specialized news agency, a copy of which was obtained by AFP on Thursday, July 11. The new draft decree “aims to extend the validity of the decree’s provisions until 30 September 2024” previous, which will cease to apply on 31 July 2024. It therefore enables the continuation of unemployment benefits.

“With regard to bonus-malus, the draft decree identically renews the current rules for modulation of the employer contribution from 1 September 2024 to 31 August 2025.”the implementing document specifies. The social partners must now issue an opinion on 17 July in the national commission, while the provisions on compensation have been extended for the first time until 31 July in “joint decree”, to avoid a legal vacuum.

While plans were underway to further tighten compensation rules, the government was forced to abandon a new unemployment insurance reform that was contested on the evening of the first round of snap parliamentary elections, handing victory to the National Rally and the New Popular Front, both of whom opposed the new measures. The reform aimed to shorten the maximum period for compensation payments from 18 to 15 months for people under 57 from December 1. It would also require eight months of work out of the last 20 months to receive compensation, compared with six months out of the last 24 months currently.
