Man called ‘serial cheater’ accused of winning $5,000 cheating at craps at Cleveland casino

CLEVELAND, Ohio — A Tennessee man who was convicted of cheating at several casinos — and who is banned from gambling in Ohio — has been accused again of cheating at craps, this time at a downtown table. city ​​of Cleveland.

Ellis Quinn, 62, of Memphis, is charged with violating casino gaming laws, according to an indictment filed in Cuyahoga County Common Please Court. He is accused of making an additional $5,080 by cheating on July 31.

Quinn was playing craps at JACK Cleveland Casino when, after the dice had already been rolled, he placed additional bets on the winning number, according to court records. Quinn placed these illegal bets 15 different times, records show, and was caught on surveillance video.

A summons was issued for Quinn to appear in court for an arraignment on November 5. No lawyer is listed for him in court records.

Quinn is banned from casinos in Ohio and Pennsylvania, according to online records in both states, because of prior cheating convictions.

Quinn was caught cheating at two Ohio casinos in February and March 2014, once at the Hollywood Casino in Columbus and again at the Hollywood Casino in Toledo.

At his sentencing in 2014, Lucas County Common Pleas Judge Ruth Ann Franks said, “‘If there’s anyone who deserves the label of serial cheater, it’s Mr. Quinn,” according to the Toledo Blade.

Quinn pleaded guilty in both trials and was sentenced to a total of 30 months in prison.

Quinn was also accused of cheating at a casino in Bethlehem, Pennsylvania, in April 2018, according to the Pennsylvania Gaming Control Board. He was sentenced to nine to 23 months in prison.

In addition to regulating many forms of gambling in the state, the Ohio Casino Commission is responsible for investigating many gambling-related crimes, from casino cheating to gambling illegal gambling.

According to the agency’s annual report, there were 24 cases of cheating at casinos between July 2023 and June 2024. This includes 12 at JACK Cleveland Casino.
