Transport Minister Simeon Brown today announced a refreshed board for the Civil Aviation Authority (CAA) to ensure the organisation remains focused on delivering.

Mark Darrow has been appointed as the new chairman, and Darin Cusack has been appointed as deputy chairman. Terry Murdoch, Simon Craddock and Louise Pengelly have been appointed to the board for a three-year term ending August 5, 2027, joining current board members Jill Hatchwell and Charles Spillane.

“As Chairman, Mark Darrow brings a wealth of experience to the CAA Board, and his strong business, management and leadership background will complement the aviation and management skills of the other Board members,” said Mr Brown.

“The new appointments announced today ensure the CAA has the necessary leadership and experience to keep New Zealand’s aviation system safe, while also ensuring the CAA achieves value for money and enables the aviation sector to grow with new aviation technologies.

“The refreshed board will be responsible for implementing the CAA’s new direction to deliver faster approval times for aviation certificates, reduce queuing times for aviation security services and ensure the CAA remains focused on ensuring aviation can contribute to New Zealand’s economic growth.

“In addition to the refreshed Council, the CAA is set to reduce unacceptable processing times faced by aviation licence applicants through its Statement of Performance Expectations. This includes processing times for Part 102 UAS operator approvals, which have increased to an average of 11 months.

“Efficiently delivering the essential services New Zealanders need is a priority for our government. That is why we have appointed board members who will focus the CAA on improving efficiency to support economic growth.

“I would like to thank the outgoing Chair, Janice Fredric, and board members, Alma Hong and Hon Harry Duynhoven, for their service to the board. I look forward to working with the new members as they begin their terms.”

  • Mark Darrow – Chairman of the Board

Mark is an experienced board member and chairman with a wide portfolio of board roles including in the finance, transport, logistics and education sectors. He currently holds the positions of chairman of TSB Bank, Invivo & Co, Armstrong Motor Group Advisory Board, MTF Finance, Riverton Dairies and Inland Revenue’s Risk and Assurance Committee. He is also a member of the Auckland University of Technology Council.

  • Darin Cusack – Vice Chairman of the Board

Mr Cusack is an experienced aviation executive and director, with a background in transport logistics. He is currently Vice Chairman of Airways and Hawke’s Bay Airport; and has held positions as General Manager or Senior Director with the World Bank’s Pacific Aviation Programme, Palmerston North Airport, Tonga Airports, Pacific Blue Airlines and Christchurch International Airport.

  • Terry Murdoch – Board Member

Mr. Murdoch is an experienced board member and director in the general aviation sector. He was a general aviation company CEO for over 20 years and held several CAA certificates in this capacity. Mr. Murdoch is currently CEO of Christchurch Helicopters and Chairman of Orillion. He is also a former board member of Airways.

  • Simon Craddock – Board Member

Mr Craddock is the current Chief Executive of Port Taranaki and has previous experience in management and oversight within the aviation sector. He is a former Director of Hamilton Airport, Sounds Air and Airwork and has eight years of management experience with Air New Zealand. He is also a former Board Member of the Public Trust.

  • Louise Pengelly – Board Member

Ms Pengelly is stepping up from her current role as Future Director at the CAA to become a Fellow. She has extensive experience in airport operations, particularly in aviation safety. Prior to her current role, she held senior and/or management positions with Air New Zealand and Heathrow Airport, where she was responsible for aviation safety, operational control and liaison with the UK Civil Aviation Authority.
