Pakistan rebuilds homes and facilities destroyed by floods

The Sindh Social Housing Reconstruction Project includes the rehabilitation of flood-damaged houses and social infrastructure, as well as support for livelihood recovery, with a focus on strengthening community resilience to climate-induced natural hazards.

The project is a key part of ADB’s multi-faceted response to the flood crisis in Pakistan and is part of the bank’s commitment to provide $1.5 billion in total assistance over 2023-25 ​​to accelerate the country’s post-flood recovery.

“This project will help rebuild homes and communities and restore livelihoods and basic services in Sindh, the province hardest hit by devastating floods in 2022,” said ADB Director General for Central and West Asia Yevgeny Zhukov. “It is part of ADB’s broad support to help Pakistan recover from the disaster that has affected 33 million people and destroyed homes and infrastructure across the country.”

Sindh Province suffered about 83% of the total housing damage from the 2022 floods, with about 2.1 million homes completely destroyed or damaged. Two years later, many victims still live in inadequate, temporary shelters that lack basic services such as water, sanitation, and electricity.

The project will support conditional cash grants for the reconstruction of 250,000 houses in multi-hazard and eco-friendly designs. It will also support community-driven construction of infrastructure such as drinking water facilities, sanitation, covered drainage and renewable energy solutions for 100,000 households in about 1,000 flood-affected villages in Sindh. The project will also support conditional cash grants for livestock farming, agriculture, small businesses and e-commerce.

“ADB’s support will not only help Pakistan build back better, but will also promote societal climate resilience and disaster risk management strategies to better prepare for future threats,” said ADB Director for Water and Urban Development Srinivas Sampath. “We are working closely with other development partners to support the government’s recovery and reconstruction priorities.”

The project supports the government’s resilient rehabilitation, reconstruction and recovery (4RF) strategy and will be implemented in an integrated and sequential approach to ensure that investments across sectors are mutually reinforcing. A $500,000 technical assistance grant will further support the government’s operational capacity in procurement, safeguards compliance, and technical and financial management.
